Could используется также, чтобы отметить несомненную возможность кого-либо сделать что-либо: - My mother could speak five languages.
А can может использоваться? could только в прошедшем времени юзается?

It's not a definite or bold ability. In this case there is nothing to prop on to guess the real meaning so as it goes there are a couple of variants:

1) It can be a subjunctive mood so as you should already know the past simple tense in this form is related to the present time. It expresses a hypothetical possibility. The Russian for the sentence above in this case can translated like this: моя мама могла бы говорить на 5 языках. (But in fact, presently she still can't).

It also can simply be an utterance with the past simple tense used: моя мама могла говорить на 5 языках (but something happened to her, e.g. she went insane or was crumpled by dementia/forgot everything, or she is dead).
